On the afternoon of May 11, Politburo Member, Secretary of the Hanoi Party Committee, and Head of the Hanoi National Assembly Delegation Trần Đức Thắng chaired a conference to announce decisions of the Standing Committee of the Hanoi Party Committee regarding personnel work.
Attending the conference on behalf of the central authorities was Deputy Head of the Central Organization Commission Hà Minh Hải.
Also attending were Party Central Committee member, Deputy Secretary of the Hanoi Party Committee, and Chairman of the Hanoi People’s Committee Vũ Đại Thắng; Deputy Secretary of the Hanoi Party Committee and Chairwoman of the Hanoi People’s Council Phùng Thị Hồng Hà; Deputy Secretary of the Hanoi Party Committee Nguyễn Văn Phong; members of the Standing Committee of the Hanoi Party Committee; representatives of Party committees under the Hanoi Party Committee; and representatives from Hoàn Kiếm Ward.

At the conference, Permanent Deputy Head of the Hanoi Party Committee’s Organization Commission Triệu Thị Ngọc announced the personnel decisions.
According to Decision No. 1788-QĐ/TU dated May 7, 2026, Hà Minh Hải, Member of the Standing Committee of the Hanoi Party Committee and Head of the Hanoi Party Committee’s Organization Commission, was transferred to the Central Organization Commission to serve as Deputy Head of the Central Organization Commission of the Communist Party of Vietnam.
Under Decision No. 1789-QĐ/TU dated May 7, 2026, Vũ Đăng Định, Member of the Standing Committee of the Hanoi Party Committee, ceased participating in the Executive Committee and Standing Committee, and ceased holding the position of Secretary of the Party Committee of Hoàn Kiếm Ward for the 2025–2030 term. He was mobilized and assigned to serve as Head of the Hanoi Party Committee’s Organization Commission.

According to Decision No. 1790-QĐ/TU dated May 7, 2026, Vũ Đăng Định was appointed to participate in the Executive Committee and Standing Committee and to hold the position of Permanent Deputy Secretary of the Party Committee of the City Party Agencies for the 2025–2030 term.
Speaking at the conference, Secretary of the Hanoi Party Committee Trần Đức Thắng stated that on April 29, 2026, the Party Central Committee Secretariat had issued a decision to appoint Hà Minh Hải as Deputy Head of the Central Organization Commission. This appointment reflects the Party Central Committee’s recognition of his contributions and dedication to Party-building work in Hanoi and is also a source of pride for the Party organization of the capital city.
According to Mr. Trần Đức Thắng, in order to promptly consolidate the leadership team and ensure continuous and effective leadership in Party organization and personnel work, the Standing Committee of the Hanoi Party Committee organized the conference to announce and hand over the appointment decision for the position of Head of the Organization Commission.
He emphasized that, after a comprehensive, democratic, objective, and careful review of the personnel structure, the Standing Committee unanimously agreed to appoint Vũ Đăng Định, Member of the Standing Committee of the Hanoi Party Committee, Secretary of the Party Committee, and Chairman of the People’s Council of Hoàn Kiếm Ward, to the position of Head of the Hanoi Party Committee’s Organization Commission.
Secretary Trần Đức Thắng highly appreciated Mr. Vũ Đăng Định as a well-trained and experienced official who has held many important positions within the city administration. Throughout his career, he has demonstrated strong political integrity, innovative thinking, practical insight, and the ability to unite and effectively organize the implementation of assigned tasks.
Mr. Trần Đức Thắng noted that Hanoi is entering a new stage of development with both opportunities and significant challenges, requiring officials throughout the political system to continue innovating development thinking and improving leadership, governance, and implementation capacity. Personnel work, therefore, must take the lead to meet both immediate and long-term development requirements of the capital.

On behalf of the Standing Committee, he requested that Vũ Đăng Định continue to promote his political courage, intellect, practical experience, and spirit of innovation in his new role. Together with the leadership team of the Organization Commission, he was urged to uphold principles, responsibility, objectivity, fairness, and close engagement with reality and grassroots activities in order to advise the Standing Committee effectively and promptly, especially in personnel development, organizational restructuring, and the implementation of Resolution No. 57-NQ/TW of the Politburo on science and technology development, innovation, and national digital transformation.
Mr. Trần Đức Thắng also requested that the leadership and staff of the Hanoi Party Committee’s Organization Commission continue fostering solidarity, responsibility, and close coordination to help Mr. Vũ Đăng Định quickly adapt to his new role and fully utilize his capabilities in fulfilling assigned tasks.

He expressed confidence that, with his extensive experience and proven leadership, Vũ Đăng Định would successfully fulfill the responsibilities entrusted to him and continue contributing to building a clean and strong Party organization and a rapidly developing, sustainable, cultured, civilized, and modern capital city.
In his acceptance speech, newly appointed Head of the Hanoi Party Committee’s Organization Commission Vũ Đăng Định expressed his sincere gratitude for the trust and confidence of the Standing Committee and leadership of the Hanoi Party Committee in assigning him to this important role. He described the appointment as both a great honor and a significant responsibility before the Party organization, government, and people of Hanoi.

In his new position, he pledged to carry out all assigned duties responsibly and effectively under the guidance of the Central Organization Commission and the Hanoi Party Committee leadership. He also committed to working closely with the collective leadership of the Organization Commission to uphold discipline, responsibility, solidarity, cooperation, and mutual support in order to successfully accomplish all assigned tasks.
Earlier that morning, on May 11, the Central Organization Commission, in coordination with the Hanoi Party Committee, held a conference to announce the Secretariat’s decision on personnel work. Accordingly, Hà Minh Hải ceased participating in the Executive Committee and Standing Committee of the Hanoi Party Committee for the 2025–2030 term and ceased serving as Head of the Hanoi Party Committee’s Organization
Commission before being appointed Deputy Head of the Central Organization Commission.
